URGENT!!!

Post by SANDUNERS » Wed Nov 08, 2006 3:01 pm

If you do your off roading in Ocotillo Wells
pleaase take a few minutes to read this
email, make a phone call and then pass
it along to your off road friends.

Cal Trans has plans to close SR78 from Scissors Crossing
to Yaqui Pass beginning this Monday, November 13 for eight weeks.

To get to Ocotillo Wells will require a huge detour
up San Felipe Road, through Ranchita, onto Montezuma
Valley Road and into Borrego Springs,
some have estimated an hour long detour.

Call them today to POLITELY express your displeasure
at closing this road at the busiest time of the off road season.
619-688-2556 or 619-688-6670.

They are meeting TODAY (Wednesday) to decide if they should
attempt to reschedule it with the contractor. They said they
have only received a few calls and are paying attention
to whether people are concerned about this or not.

Please call right away to discuss the hardship for thousands
of off roaders traveling that path and encourage your
friends to call too!

If you don't get this in time to call on Wednesday,
call anyway, because they need to hear from us.
We suggested they wait until after President's Day weekend or
even Easter to do this.

Thanks!

Thanks Jim!
I had heard about this [from jduke], but I didn't know what to do except for finding an alternative route.

This is a huge inconvienience to anyone living between Corona and the towns +/-20 miles south of Temecula! Plus all those who are on the other side of the hill in Costa Mesa, Newport, etc.

Driving from Elsiore to Glamis... there are two routes:

1) Hwy 79 to San Filepe Rd. to Hwy 78 through Ocotillo to Hwy 86.... and on. Total trip 3hrs 45 minutes.... 21 gallons of gas.

2) Hwy 74 to Hwy 215 to Hwy 60 to Hwy 10 to Hwy 86... and on. Total trip 4 hrs 45 minutes.... 30 gallons of gas.

So obviously, a closure on Hwy 78 takes it's toll!!

I called the number you gave, spoke to Stacy and expressed my objections. She said that they are looking at rescheduling the closure until after Thanksgiving.... I told her that it should be after Presidents day instead.

Ride through Ranchita is a nice ride but DOWN Montezuma grade with a big MH or Trailer can ( and will ) make a grown man Pucker. 8)
Why pick closure for this time of year????? why not in the spring? or summer when traffic is much less.
You just have to wonder.

The first number says it cannot accept any messages at this time. Must be full.

I was able to leave a message at the second number. (4:20 pm, 11/08/06).

I hope they listen. That's huge for those of us that use it. I took the road down into Borrego once - never again. Huge pucker factor as mentioned, can you say soft pedal? Had it in granny all the way down, still had to stop and let the brakes cool. And there's no place to stop - safely.

I made the call too. Wasn't able to get through because VM was full. I'm heading out there this weekend actually, coming back before Monday so this weekend won't be a problem. If they close this route, I'll be bummed big time.

road closure

Post by DSTMULE » Thu Nov 09, 2006 12:01 pm

I made the call, Lady was very nice and I said this would be a bad time for this project and she laughed and said we seem to be finding that out. She said they had received a few calls ( she laughed again ) and said they MAY...be postponing it till after Holidays....I told here that would be Fantastic due too the ENORMOUS amount of people using that road for the Desert season. She said info would be posted on there website later today so Hopefully they will postpone this...BUT....EVERYONE needs to call up on this...and be VERY NICE and state your concern with closure.
Shouldn't this also be posted for Glamis people??? I see a steady stream going by my campsite as I'm sitting having a cold one 8)

Anyone know what happened here? The original post said they were meeting yesterday to decide whether or not to postpone it. What happened? Does this effect the 76-S2-78 route?

Yes.

Coming from Hwy 79 from Temecula?
Coming from Hwy 76 from Pala / Pala Mesa?
Coming Hwy 78 from Escondido?

The answer is Yes. All these roads funnel into Hwy 78 at Scissor Crossing.

Thanks Mike,
I suppose I could have looked that up myself, but when I've got resources like you, why would I :?: :!:

I've driven that way many times before but never knew that intersection was "Scissors Crossing". So, any word on the decision to postpone it?

I've driven through there lots of times before, and I didn't know until looking at the map [to post here] where it was. Same as you, Bob.
f-BOB wrote:So, any word on the decision to postpone it?
I just called 619-688-2556 and there is a recording stating that the planned closure of Hwy 78, scheduled for Nov13, has been postponed. AND... They are in the process of working on a new schedule and that will be advised shortly.

Yeah, but the suk factor doesn't change any. An 8 week closure starting on Jan 03 will effect just as many trips [for me and others] as it would've with it starting on Nov13.

We're seriously considering some trips down to the South Dunes during the time of this closure.

We drove through this area on our way home yesterday afternoon. They have already started construction work and all of the detour signs have been posted [but they are covered with plywood]. They are working on / near the bridge that is about 5 miles East of Scissors Crossing.

I'm really not looking forward to this.

Now that you mention it, I will only have one choice of routes on our Jan 3-7 trip. Too bad, becuase that was THE way to go for me when it's windy out on the 10.

Word I heard from a "greenie" is that there is a bat that nests under the bridge that needs to be widened that is THE main cause of this closure. There is only a six month window or something where they can do thier work.

Amazing.....Bridge seems fine to me.....maybe a stick too persuade bat to move elsewhere? Endangered Bat? That closure will make it a LONG trip for many going to OW or Glamis.

From San Diego Off-Road Coaliton:

State Route 78 Closure postponed!

Thanks to everyone who called CalTrans in response to the mass e-mails sent out by SDORC, San Diego Off Road Magazine and others. The latest word is that the closure will begin January 3. At least that is after Thanksgiving and Christmas/New Years, but we are trying to get them to postpone it until after President's Day. They can't postpone it too long; the material they use can't be used when the thermometer hits 100 degrees.

The latest info and a map should be available here: http://dot.ca.gov/dist11/images/SR78ad.pdf

(we can make a difference, but only if WE are together and organized!!!)

They moved it on me. Sorry, LB

There's another thread around here on the same topic in another forum. Maybe it should be linked?

Here's a copy of the article, and the link it came from at the bottom:

Off-roaders' persistence delays road closure

By: DAVE DOWNEY - Staff Writer

Who says you can't fight city hall?

The off-road community in northern San Diego and southern Riverside counties has proven that one in fact can fight city hall ---- or at least Caltrans.

In the space of a few days, the California Department of Transportation put out a press release announcing the closure of Highway 78 in the desert east of Julian that was to begin last week, then fired off another one saying the closure had been postponed.

Not only that, Caltrans is aiming to finish the work that is triggering the closure ---- the reconstruction of a 60-year-old bridge over San Felipe Creek ---- in half the time, or one month instead of two.

"The contractor now will be working 24 hours a day to make that one-month deadline," said Edward Cartagena, a spokesman for Caltrans in San Diego.

Here's what happened: Within those few days, Caltrans was besieged with more than 500 telephone calls and 100 e-mail notes, most from the off-road crowd and all urging the agency to delay the project, Cartagena said. Motorcycle and all-terrain vehicle enthusiasts said the closure would have struck during the busiest riding season of the year, including Thanksgiving weekend.

To get around 7 miles of closed highway, Caltrans proposed sending motorists northwest from Scissors Crossing along S2 (San Felipe Road), east on S22 (Montezuma Valley Road) and south on S3 (Borrego Springs and Yaqui Pass roads) ---- a distance of 45 miles.

Cartagena said those who called and e-mailed stressed that it would have been extremely difficult for trailers toting a load of motorcycles to negotiate the steep and winding road targeted for the detour in the rugged hills west of Borrego Springs.

Off-roaders still will have to put up with that unattractive alternate route, but not until Jan. 3.

In fairness to Caltrans, the agency is in a no-win situation.

Highway workers are trying to avoid tackling the eastern San Diego County project in the blistering summer heat. And they must finish before the spring bird-nesting season to avoid getting into hot water with wildlife agencies.

There's another wrinkle, too. If workers don't finish by early February, they risk the wrath of the hundreds of thousands who trek through the corridor in late winter to see Anza-Borrego Desert State Park's breathtaking wildflower display.

"It's a delicate balancing act," Cartagena said.

It is delicate indeed. Let's hope Caltrans finishes on time.

Readers are encouraged to ask questions and submit ideas for commuter columns. Staff writer Dave Downey may be reached at (760) 740-5442 or ddowney@nctimes.com. For the latest traffic conditions, go to nctimes.com/traffic.
