I believe the info you got is probably wrong.
The law only states that all new gas cans sold in California must be spill proof.
There is no law (at least that I know of) that says you can not use gas cans purchased before the law went into affect.

It's been tried a few times. J&J built an all aluminum (I owned one back in the day) rail back in the 90's. It looked awesome, was light of course, but brittle. I'm glad you guys caught it quickly and I'm very glad she is ok.
Those are scary situations, even for LEO's. For most of us, nothing effects us more, than dealing with injured kids. I've had my share, some of whom didn't survive, and it will be with me the rest of my life.

I stepped up to a dual sport car that I could run pump gas in because I'm doing more hard pack and long range 'froading.
