You're a pretty dedicated guy!
One's got to love what you do for us.

I was the author of an underground news-paper in college 8) and it was quite empowering to have an anonymous voice that everyone would discuss for weeks after it was published! Not saying that TJ and PH are on the same level, just noting that I can relate to the need for PH.

I have been amazed by the number of reads over the last few mounts on this tread, and a previously inactive thread "The Stakeholders Processes".

It is my believe that this is an indication the OHV public has a tremendous interest in these two topics, and the lack of additional input is an indication of just how much we have been shut out of both these topics.

At the same time I I'm amazed about the apparent lack of interest the OHV public has show-en in demanding more access, to the Stakeholders Processes, the new grant scoring system and the Commission. At this point I wash my hands of it and leave it to the community, I have done what I can with Little or no support, it's up to all you I have to deal with my own issues. Best of luck to all of you.

As far as extremism, I never got a strait answer of just what is the "desired condition" all LMPR alternatives are rated in the order they move use towards it? As I remember Alternative 6 rated #1 in contrast to Alternative 5 rated #6 or worst, 4A which was selected rated #3 just behind Alternative 3 which offered the most recommended wilderness. It just makes me wonder just how extreme this "desired condition" is, and is it's determination a result of science or some kind of new religious believe?


To those who consider the "desired condition" returning the Forest to a pre European state, I ask you how did you pick the year 1491, why not 3,000,000 B.C or somewhere in between? I personally don't think there's much science involved in picking arbitrary years to roll the clock back to, I feel much of this is just culture war discrimination. In the case of OHV users much of what they face is just pure dislike, or even discrimination from other user groups who do their own damage, they just don't feel theirs matters as much. Not to say there is no problem, but just to say spend more on Law Enforcement misses the big picture, there is just not enough legal OHV opportunity, anyone who state otherwise is ether naive or just hates OHV users.


I don't say just let them ride anywhere but at least acknowledge reality, the sport grows each year in terms of users but faces reduction of legal opportunity every year. If the problem is lack of opportunity than diverting more money for Law Enforcement, would only aggravate the problem and serve no one other than a few (I hope) people that just hate OHV users. As far as Green Sticker dollars I only support spending it on Law Enforcement issues directly related to LEGAL OHV Opportunity, to do otherwise would just be irresponsible land management. We must make this stand to ovoid the slippery slope we already started down from getting worse, it's not that we are not responsible people but in fact the opposite as doing what's right is not always popular.

The above was something I said during a land use debate on the SBNF, personally I don't have any problem with responsible land management but what is this fund for? I personally don't have any problem with Wilderness areas, but does that mean we can't have any OHV areas? If we could somehow work together we could have both, believe it or not us and the "greens" as we call them have the same problem. Which is we are running out of land as the population increases, the amount of land eligible for both Wilderness and OHV use decreases, the clock is ticking as both sides just undermine each others efforts. SB742 is just one part of their agenda and looking at the numbers is probably already moot, we already have effectively been DE funded.



It is my believe that the "green" still 4-3 Commission is paying us back, they our showing us the dispute the efforts to box them in, IE the scoring system they can still do whatever they want. Spitler has scripted the whole meeting, one the got by him was Goldrock outdoor schools, because of the "Y*" and "Y**" consent calendar deal even he didn't know it was going to be heard. Therefor he had no script on hand to counter it, being the numbers game this has become he just let it go, do to triage and time con-strengths. This is where our Governor really hurt us, Prizmich got reappointed in favor of Ed Waldheim, I'm certain Daphne Greene being the Governors appointee had at least some input on this. Prizmich was on tract with "the system" and ED while trying to work with it, clearly didn't like it, the Governors office is watching the program but is clearly having it's information filtered though Daphne, his appointee.



Don't get me wrong Prizmich is not a bad guy, I actually like him as a person and he is fair most of the time however, when Spitler needs the 4th vote for some key issue Prizmich is right there with him. I call this whole mess the Paul and Daphne show, she has actually not done a bad job of underhandedly trying to undermine his agenda, but she has failed. I supported the system and her at one time for this reason, but look at the numbers they got around it so in the end it failed. Don't get me wrong she works her tail off, but it would be so nice if Division could just administrate the grants, and we had a functioning Commission that we could trust to allocate the funds.


I'm calling on the Governor and Senate President pro Tem Don Perata to end this mess, how well get rid of both Commissioner Paul Spitiler and Deputy Director Daphne Greene. They are not employees they are political appointee's, this is politics and it needs to be dealt with at this level, then we flush ab 2274, ab 2666 and ab 2520. Perata can later appoint a moderate replacement for Spitler and the Division Chief can take over as Deputy Director, I hear he goes with her everywhere so why can't he just take over. If he didn't have to deal with Spitler and just administrate the grants, it's really not that hard of a job, I'm sick of hearing the words "well Phil and Daphne are gone" I can't do anything till they get back. Didn't they ever hear of delegation? do they both have to go everywhere together? one should stay and manage, call the other by cell phone and why don't all the auditors pick up on this?


These two men have the power to end this mess, they need to hear from you...TJ

Just one more thing, Daphne left the Commission when the going got tough, was AWOL till she got appointed Deputy Director and revived $106K plus a year. I have the tape of the FEB 2nd 2004 Teleconference, she was basically not there except to support the Prairie City SVRA land deal, she knew the greens where all over the fuel tax study. As deputy Director she did nothing but drag her feet getting it out, rather than seeing to it that it was fixed and letting use live with the outrageous C&E funding mandates.

It would be poetic justice if the was to resign as Deputy Director, and later replace Paul Spitler as a Perata appointee on the Commission, give up that $106 a year and show us she is sincerer. After all she is also an environmentalist and a Democrat, she knows the grants better than anyone and gets along with Division Staff. Phil could always call her if he has any questions, I couldn't think of a better way for this to end, Other than ED WALDHEIM GETTING BACK ON thats it for me I'm out of here and it's back to work!!!

The OHV commission, the group that controls our green and red sticker money, recently had a member quit. This group consists of seven appointed people all appointed by the California Governor. The OHV scales are still tipped towards Anti-OHV people. I think all have read and witnessed the downright craziness of what has come of our green sticker program.
We NEED a Pro-OHV person on this commission or our green/red sticker money will continue to go towards non-OHV agendas.
CORVA President and former member of the commission, Ed Waldheim is willing to go back on the commission.

We need to let Governor Schwarzenegger know “WE WANT ED WALDHEIM BACK.”

We Need Ed Waldhiem Back on the Commission that controls OUR Green sticker money period, Ed is a leader, the OHMVR needs the leadership and direction it has been lacking to get back on track.

Many of us go to these meetings and just go along, you should know by now what happens when you step out of line, trust me your not the only one sick of Daphne and Colman. Colman works fine as far as Parks, but Daphne has just got to go as far as Division, and your 100% correct to say the Governors office puts way too much Faith in Daphne, who was never much of a Commissioner. Her day is coming soon, she is very much loosing her grip and will all cave in on her at any time, many are afraid to criticize Division and the Deputy Director but many are fed up. You said all you need to say, and would be doing her a favor by calling her on the open meeting act now, hard to explain but just don't do anything unless she resigns or gets removed.

I wish I could tell you more, just sit tight and let it happen, let her deal with her own mess and it will be the end of her...

If you referring to Division refusing to release the tapes of the March 24Th meeting, I don't think it's an issue they just decide it don't matter just like the endless other times. Again Daphne's response would most likely be "O" it's just another bad meds day, if the off road community dose call her on it the matter just gets dropped when it's time to issue the checks. The simple fact is as long as the Off Road community allows this, or even worse as long as Daphne is allowed to decide who the Off road community is nothing will change...TJ

Hey I got it, they all got hit by the Y2K bug, let's just take the 1999 stuff and go to the Fed's. TJ, you stated before we also pay Federal fuel tax when we by gas, that idea didn't fly before I wonder if that's changed?
