Dear Interested Party,

The Off-Highway Motor Vehicle Recreation (OHMVR) Division will be holding public meetings in Ontario, Fresno, and Sacramento during the month of April, 2008, to discuss ways of improving the process for administering the OHMVR Grants program. You are cordially invited to join us in these discussions.

Each meeting will consist of two days, with each day covering two topics of discussion, one in the morning and one in the afternoon, for a total of four topics over the two days. The four OHV topics to be discussed will be the four grant funding categories: Law Enforcement, Restoration, Operations and Maintenance, and Safety and Education.

To register, please contact the Division office at (916) 324-4442, or email ohvinfo@parks.ca.gov . Please register at least ten business days prior to the meeting. Note that you do not have to attend both days of any meeting. For example if your interest is only Law Enforcement, you may choose to only attend the first morning of the first day.

These meetings are the first step in developing new regulations governing the OHMVR Grants program. If you wish to participate in the process, but are unable to attend one of these sessions, there will be additional opportunities in the near future for input and public comment.

I sent an email to Allen concerning the lack of dates and couldn't find the notice on the OHMVR Division web site.

Hey Brew go back and check your mail from around Friday, I bet it's there now sometimes the states mail server is slow, guess the RAID backs the toilets into the warp drive...TJ :lol:

Bruce,

I sure hope you can make the grant meetings in Sacramento on April 15-16th. These meetings are for the Division to gather information to help with drafting the new grant regulations. To have input from interested parties (Law Enforcement, Enthusiasts, Environmentalists, etc) will really make for a successful grant program.

The following pdf are the questions that were given (covering the 4 grant buckets-LE, Safety/Education, Restoration, O&M) to start the brainstorming. If you plan on attending, having a list of your thoughts sure help!

OPERATIONS AND MAINTENANCE – 50% of the total grant funds available

Operations and Maintenance grants are allocated on a competitive basis. Below please
find some suggested questions or issues that you might consider as you think about the
meeting and prepare to share your comments and ideas. Certainly you are not limited to
just these suggestions.

1. How should preference be given to applications that sustain existing OHV recreation?
Should a certain type of maintenance activity be considered more important and
receive extra consideration?
2. How should trails and facilities that provide access to non-motorized recreation be
given extra consideration as opposed to those that provide motorized recreation only?
How would you define “access to non-motorized recreation”?
3. Are funding caps appropriate for Operations and Maintenance? If so, what should be
the funding restrictions?
I found these workshops great to get feedback on ideas or suggestions from the other attendees too, especially when we were discussing Restoration. I believe the overall consensus was applications that went directly back to the ground to benefit off-roading opportunity should carry more weight.

After these Grant Focus Meetings are done, the Division will start working on putting together the regulations. The public will be able to review and comment while this is taking place, before the regulations are finalized.
