Yeah, I know I should know this answer already, but haven't found it yet.

Is the Central Dunes Area open as of Oct 1st? :)
Duners are the only real Dune-biologists.

No, everything stays as it is until the EIS and subsequent RAMP are finalized and entered into record. Then, depending on what is in those 2 documents, the closures may come down.
