Top map: IF THE RAMP IS IMPLEMENTED, the “bubble” by the intersection of 78 and the tracks is new camping area added to the ISDRA where you can camp unrestricted. The bottom map shows the total 25,000 acres that were reopened by the NECO plan – this is mostly Limited Use. That means camping is limited to 300 feet from the centerline of a designated route. We are being asked to TREAD LIGHTLY! and use sites that are already established in Limited Use areas.

Top map: The outer line is the fee / planning area boundary. If a person is outside the outer line, he is in limited use area and not subject to fees.

The thing that confuses here is that the 2 sets of boundaries relate to different things and overlap to some degree. We realize these are not the greatest maps, and will provide better if/when available.
