ASA News : RAMP PROTEST FILED

THE FACTS FINALLY PREVAIL


After more than 10 years, thousands of volunteer hours and a significant investment by our members and businesses, the "Facts" have prevailed to a great degree. The Imperial Sand Dunes Recreation Area (ISDRA) Recreation Area Management Plan (RAMP) and Environmental Impact Statement (EIS) dated September 14, 2012 are more "FACT" based than previously proposed plans by the Bureau of Land Management (BLM) with regard to the ISDRA.


Most of the temporary closures will be re-opened to motorized recreation. While not a complete victory, it is still very significant. The Peirson's Milk Vetch (PMV) Critical Habitat (CH) proposed closure (outside of the Wilderness Area north of Highway 78) has been reduced from 47.772 acres to 8,840 acres and previous visitor capacity limitations are not suggested in the September 14, 2012 RAMP. Bob Mason, President of the American Sand Association (aSa) said that "We are pleased to report that the BLM's response to our RAMP comments addressed most of our concerns. However, we have filed a protest letter in objection to BLM's proposal that closes the now-open western end of the Patton Valley Road as part of the preferred alternative 8." The "protest" letter may be viewed here.

The portion of the Patton Valley Road in question connects the Dune Buggy Flats camping area with popular duning/recreation areas in the Patton Valley area of the south dunes. Patton Valley Road is currently open and has been used by ISDRA visitors for decades. The absence of any corridors thru the closed areas creates safety and potential compliance problems that have not been adequately addressed by BLM in the final ISDRA RAMP and EIS.


The closure stakes will remain the same for the 2012-2013 duning season. We hope to see the new RAMP that includes the much-reduced closures in place for the 2013-2014 season.
Please continue to honor the current closure and obey the ISDRA rules and laws.


aSa will continue to fight for the remaining 8,840 acres that will remain closed due to to a species that is in fact, not threatened to extinction as some claim.

PROPOSED FEE INCREASE TO BE DISCUSSED AT ISDRA SUBGROUP MEETING

The California Desert Advisory Council (DAC)'s Imperial Sand Dunes Recreation Area (ISDRA) subgroup will meet at 9:00 a.m. on Wednesday, October 24th at the Bureau of Land Management (BLM)'s El Centro Field Office, 1661 S. 4th Street in El Centro, CA. Scheduled agenda items include the ISDRA business plan update, which includes a proposed fee increase, and management updates. Under the Federal Advisory Committee Act, the DAC provides advice to the California Desert District Manager. The ISDRA Subgroup operates under the authority of the DAC and provides input regarding the Imperial Sand Dunes Recration Area. Input from this subgroup is presented directly to the DAC for its deliberation and consideration before the DAC makes a recommendation to the district manager.
